1. Deendayal Disabled Rehabilitation Scheme to promote Voluntary Action for Persons with Disabilities (Revised DDRS Scheme)

In 1999, the Government of India, Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities, New Delhi, implemented an umbrella scheme named "Scheme to Promote Voluntary Action for Persons with Disabilities" to ensure equality in society for persons with disabilities, educate them, and connect them with employment opportunities in accordance with the Persons with Disabilities Act, 1995.Since April 2003, the name of this scheme has been changed to the Deendayal Disabled Rehabilitation Scheme (DDRS). Under the Deendayal Disabled Rehabilitation Scheme, the central government provides financial grants to non-governmental organizations for projects related to the rehabilitation of persons with disabilities. The objective is to enable them to reach and maintain their highest physical, intellectual, social, and functional levels.

Objectives: The objectives of this scheme are as follows:

  1. Creating an enabling environment: To ensure equal opportunities, equality, social justice, and empowerment for persons with disabilities.
  2. Encouraging voluntary action: To ensure the effective implementation of the amended Persons with Disabilities Act, 2016 (RPWD Act 2016) by promoting voluntary action. Revised guidelines for the effective implementation of the Deendayal Disabled Rehabilitation Scheme (DDRS) have been issued, effective from October 1, 2024. Under this scheme, the following programs are included to provide various rehabilitation services to persons with disabilities.

Model Projects under DDRS:

  1. Cross-disability preschool and early intervention with provisions for home-based rehabilitation and community-based rehabilitation projects.
  2. Special schools for hearing-impaired children with options for home-based rehabilitation and community-based rehabilitation projects.
  3. Special schools for visually impaired children (including deafness) with options for home-based rehabilitation and community-based rehabilitation projects and low vision center projects.
  4. Special schools for children with other disabilities (ID/CP/ASD/MD/muscular dystrophy, deafblindness, etc.) with options for home-based rehabilitation and community-based rehabilitation projects.
  5. Rehabilitation of individuals treated for leprosy with options for home-based rehabilitation and community-based rehabilitation projects.
  6. Half-way homes for psychosocial rehabilitation of individuals treated and controlled for mental illness with options for home-based rehabilitation and community-based rehabilitation projects.
  7. Early/intervention centers for special learning disabled children to continue the inclusive education project.
  8. Cross-disability therapy and counseling center projects.

To provide effective rehabilitation services to persons with disabilities in Uttar Pradesh, special schools for hearing-impaired, visually impaired, and other disabilities (ID/CP/ASD/MD/muscular dystrophy, deafblindness, etc.) children ate being operated by Voluntary organizations under the scheme.

  1. Bachpan Day Care Centers (Early Intervention Centers for Disabled Children Aged 3 to 7 years)

Objectives of Bachpan Day Care Centers -Providing education and training to visually impaired, hearing-impaired, mentally challenged, intellectually disabled, and mentally ill children under the supervision of special teachers (trained in special education), physiotherapists, speech therapists, and other similar specialists. Preparing them to receive education and training in regular schools, assessing children's behavior and activities to make positive changes, training parents regarding the work behavior of children affected by disabilities, and educating children through play and other useful methods.

Admission Process: For education and training, children aged 3 to 7 years with certificates of visual impairment, hearing impairment, mental retardation, mental illness, or intellectual disability issued by the Chief Medical Officer will be eligible for admission to the Childhood Day Care Center with the consent of their guardians. In cases where the child's parents are not alive, the consent of the legal guardian (guardian) will be required. The guardian recognized under legally established rules will be valid. For children with mental retardation or mental illness, only those with mild to moderate intellectual levels will be admitted to the Childhood Day Care Center.

Facilities:

  • The institution provides facilities for education and training, transportation, medical checkups, physiotherapy, speech therapy, etc.
  • The institution provides free educational materials and assistive devices according to the disability, such as hearing aids, Braille kits, and ADL (Activities of Daily Living) kits to the disabled children.
  • Nutritional meals are provided to children studying/training at the institution during midday.
  • The institution provides free uniforms (one for summer and one for winter) to the children.
  • High-quality equipment and teaching-training materials (TLM) are provided for the education and training of disabled children, and efforts are made to facilitate learning through computer projectors to prepare these children for admission to regular schools.
  • Each institution is equipped with internet, telephone, CCTV, and biometric machines to record the attendance of all personnel and children, as well as for supervision purposes.
  • Barrier-free toilets for use by persons with disabilities and safe drinking water are available at each center.
  • Fire extinguishers are available at each center to handle emergency situations.
  • An educational management information system has been developed, which displays comprehensive information about each child by class, including details of the prescribed lessons taught by the respective teacher on working days.
  • Free transportation is provided to bring children from their homes to the center and back.

Note: In accordance with Government Order No. 749649/2024/65-1099/44/2020 dated September 24, 2024, the process for the establishment and operation of Childhood Day Care Centers is underway in the following 7 aspirational districts of the state: Chandauli, Fatehpur, Balrampur, Siddharthnagar, Shravasti, Bahraich, and Sonbhadra.

  1. Surgical Grant Scheme for Cochlear Implants-A cochlear implant is a small electronic device that has both internal and external parts. This device stimulates the cochlear nerve responsible for hearing, enabling it to understand sounds. Cochlear implant surgery can help you hear better.

Procedure for Cochlear Implants:

  • Under the scheme, cochlear implant surgery for hearing-impaired persons with disabilities is carried out through government/private hospitals empanelled by the Government of India.
  • The hospitals identified and empanelled under the ADIP scheme of the Government of India have also been adopted by the state government.
  • Currently, 21 hospitals in the state have been empanelled for cochlear implants.
  • The department makes advance payments/reimbursements to the respective empanelled hospitals.
  • During the financial year 2024-25, cochlear implant surgery has been performed for 201 persons with disabilities to date.

Selection Process:

  • First, the parents of hearing-impaired children must submit an application regarding cochlear implant surgery at the office of the District Disability Empowerment Officer of the concerned district. Along with the application, it is mandatory to submit the age certificate, disability certificate (deaf-mute), residence certificate, and income certificate and Aadhaar card of the father/guardian.
  • The District Disability Empowerment Officer will get the preliminary examination done at the district hospital or any other competent government hospital for the applications received in the office, and obtain an expert's report on the prescribed format.
  • All names/lists related to the consent received for the surgery, along with necessary enclosures, will be provided by the District Disability Empowerment Officer to the designated institution/hospital for cochlear implantation.

Procedure for Surgery/Cochlear Implant:

  • Based on the demand letters received from the districts after the examination of eligible disabled children, the Grant Committee, headed by the Hon'ble Minister, Department of Empowerment of Persons with Disabilities, Uttar Pradesh, approves the funds.

(A) Admission Process: In these schools, special teachers provide education and training to disabled students according to their needs, with the aim of making them self-reliant. The main process adopted for admission to these schools is as follows:

  1. Applications are received each year from March 1 to April 15.
  2. Based on the recommendations of the Admission Committee, the principal grants admission to the school.
  3. The following points are mainly considered during admission: -
  • Priority is given to children of disabled persons living below the poverty line.
  • Up-to-date caste certificate/income certificate/residence certificate of Uttar Pradesh, which is within the last 6 months and certified by a gazetted officer.
  • Disability certificate of 40 percent or more issued by a medical officer.
  • Health certificate issued by a government doctor.

  1. Scheme for Artificial Limbs and Assistive Devices- Such disabled persons who have a minimum of 40 percent disability certified by an authorized authority of the state government are eligible. The annual income should not exceed the income limit set for the poverty line, i.e., currently ₹46,080/- for rural areas and ₹56,460/- per family per year for urban areas or as per the revised instructions of the Government of Uttar Pradesh.

Under the scheme, free artificial limbs and assistive devices worth up to ₹15,000/- are provided to persons with disabilities. These include tricycles, wheelchairs, crutches, blind sticks, hearing aids, batteries for hearing aids, smartphones, tablets, Daisy players, MR kits / ADL kits, and various types of artificial limbs and hands.

For the effective implementation of the Artificial Limbs and Assistive Devices Scheme, it is being operated through the online web portal https://divyangjanup.upsdc.gov.in/.
